Because "hair" is a collective noun, as well as a singular.

You don't say "I'm brushing my hairs."

I volunteer in school and listen to readers aged 8 and 9 years old.
More often than not, they can read very well, but don't always understand what is meant by certain phrases.
'Hold your tongue' was a recent one I had to explain.
