Does Brian have a middle initial? Have you written to his last known address? He may still be living there but opted out of the commercial electoral roll. you could also try writing to neighbours.

The only brian Beale born 1938 is a Brian R

However there are others born around in the late 1930 ,s too so you need to identify the right one you are looking for
