Does not explain why his birth is not listed though .....

Perhaps because registration hadn't been going for long, they simply didn't register him. It wasn't compulsory until 1875.

Have just been having a look on family search .org

I found Richard listed there as one of Charlotte's children
It says he was born Clawton Devon 1845

I wonder if this could be Richard's birth, although it is in a different registration district to Yealmpton:-

March qtr. 1845, Holsworthy, IX, 390

UPDATE - just saw your last post about him being born Clawton. This is likely to be the correct birth as Clawton is covered by Holsworthy registration district.
