If someone has a double barrelled name or the parents aren't married amd in your case maybe the surname could be either of the names the birth is registered and entered in all names.

The certs VaIT have found are ALL for your Dad.

Could we be missing something about religion here?
I don't know much about it but it could be something to do with registries for one or more faiths? I know this happened in jewish and catholic ceromonies for weddings? If one of the couple was one religion and the other something wlse they went through a ceremony in both denomiations to keep everyone happy!

It might help to know if the family were Muslim or Hindu or christian.
