It would seem that you are still looking for him registered under Kemp.

It is on here that he was Reg under ROWE as he was born before the marriage of his parents...

his fathers name was william as far as i know i have tried to find his birth cert have been in touch with southport and they cant find william J J kemp so ass you see i am really stuck please if you could help i would appreciate anyones help

Did William get a divorce from Hetty - unlikely - so why did Hetty marry again especially if William retired from Royal Marines in 1925

the j j in his name could be james john as that is what in on his R M paper

He was born before his mother was married to Mr Kemp and was registered under his mothers maiden name or previous married name of Rowe.

Freewheel is quite correct,without his fathers name and occupation he cant be found on census for sure to try and find his birth.

He may well have lied on his naval records,my g.grandad did,first name and DOB were total fabrications.
