I don't think you're missing anything Dea, think you are right and Willam Scarlett and Eleanor Cole are the parents of both Thomas and Edward.

On the 1841 census for Eleanor, she had children John (20 christened 1815), Sofia (15 ch 1826), Eliza (13 ch 1827), Mary Ann (10 ch. 1829) and Edward (5 ch 1832). Likelyhood older children William (1814) and Thomas (1818) had already left home. All the christenings were in Leominster, but the census does not have all the names right.

Maybe the census is the confusing issue here and there was a misunderstanding whilst collecting the information?

Just one thing puzzling me here.............

The info which mac has found re William born c1788 and Eleanor b c 1890 looks very good to fit with that marriage around 1813.

This though leaves us (from what it says on 1851 census) with brothers William c 1788 and Thomas born c 1821 ??????????

Looks too big a gap to me?

On exploring, I have found these 2 brothers with the same names etc:

However, this would mean that the relationship on 1851 should not have been brother's wife but 'Mother' !!

This does not make sense!

Of course, Thomas could have had a father William AND a brother William, who both married Eleanor's, BUT that would not account for Eleanor's age and details on 1851 to fit the one marrying his father!

What am I missing here?

Eleanor Scarlett is on the 1861 census as a widow, born c1894 Kinnersley, but on the earlier census she was born c1891. If so, I think this birth could confirm Dea's marriage?

I have looked at the 1851 image...........

Do you not think that Edward is, in fact, Ellen's (image says Eleanor) son??

Eleanor is a widow and marked as 'brother's wife' (Thomas's brother's wife).

Edward IS marked as 'son', but is underneath Eleanor and it could mean he is 'her' son.

This would be Eleanor, I believe in 1841 and she does have a son called Edward............

From IGI. Could be Edward was her son (and born Allen?), and not the son of Thomas. Could do with finding 1861 census to confirm Thomas's age.
