According to 1911 census, Jane Pugh is married, ( for 40 years) it doesn't say widowed.

hi ozibird, I found a marriage for sarah jane baker to joseph pugh in march 1884 perhaps the sarah who married enoch was a relative of joseph but on all the cencus's jane was down as jane and not sarah jane
but as you can see from 1911 she was definatley name pugh i will have to get mary's marriage cert to find out her fathers name then i will know who jane married

1884 marriage to Joseph can't be right....
in 1911 she states married for 40 years.

Your best bet is to buy the marriage cert of daughter Mary and see who she names as her father.

1891 living as a servent in the home of enoch price
1901 living n the home of enock in bilston as a housekeeper
1911 living with daughter mary spencer in bolton
there is a sarah jane baker married to joseph pugh in 1884 and on the 1881 cencus they are living in stourbridge there is a visitor margaret baker and jane had a sister of that name which made me think that this was the right one but was she registered as sarah and just used jane?

You say Jane Baker was born 1855 in Worcestershire.

You believe she is Jane Pugh in 1911 ... but that Jane has birthplace as Bilston Staffordshire.

This is Mary Pugh's marriage - it would give you her father

To narrow the search on the 1911 states married 40 years and looks like to mother of Richard Spencer as I think if mother of Mary it would state mother in law
