This could be William, if both parents have died (can't see any other Kelly's there though).

I think transcriptions of all the Cornish censuses are free somewhere. FreeCEN has 1841-1891: http://www.freecen.org.uk/ FreeCEN also has Devon 1871 (complete) and 1861 (missing just one Plymouth piece #)

Your last post lists Wm Henry's father as Richard Kelly so I think the family with Francis Kelly is probably not the one.I did find a William Henry Kelly age 17 in 1881 living with aunt and uncle Joseph and Dina Cater and William's brother George,in Plymouth.
