Help? 'The New Orphan Houses 4- Bristol'

Hi am currently researching my Guscott side of my tree. I was wondering if anyone could tell me why children would be put into these institutions when they are not orphans. I only ask because there is a Henry Guscott b.1873 of Devon in an orphanage in 1881 census but with his parents in 1891 census? Any suggestions? Quite a newby so anything helps. Mary-lou

Sometimes these were the only places in the area with medical facilities so maybe he was receiving treatment.

They had moved in with brother in Chelsea, in london parents are susannah b.1853 and william guscott b.1855 both from devon brother is james guscott b. 1859
