Hi Paul, have had a look on FreeBMD, only one born W.Derby 1848 Q3 which would put him as age 2 on the 51 census. Lots born 1850 though, and some born Liverpool. Name: Henry Williams Year of Registration: 1848 Quarter of Registration: Oct-Nov-Dec District: West Derby County: Lancashire Volume: 20 Page: 958 Name: Henry Williams Year of Registration: 1849 Quarter of Registration: Jan-Feb-Mar District: Liverpool (1837-1924) County: Lancashire Volume: 20 Page: 252 Two others born Q2 1849 in Liverpool that may be possible, but unlikely. If you wish to order any cert, you could stipulate a checking point of parents names to be sure.

With such a common name I think you are going to have to work out the most likely and do as Keith suggests, give fathers full name and mums first name as checking points.
