The only family of Hepperds I can find in 1851 in Devon are living in Plymouth St Andrew - Thomas, Eliza and family. Are you sure about her birth year? Maybe she was in service in another county?

Hi Angela On her census entry for 1861 her place of birth is down as Silverton Devon

None of the ones living at Plymouth were down as being born in Silverton. Have you tried all variations of the name? It is quite unusual.

I think that must be my next step

Hi I found an Ann Hepper aged 3 in Silverton Devon on the 1841. She seems to be living with another family though, named Rogers. Have a look. Maggie

On the 1851, if the name is Hepper there are two Anns although they say born in Devon neither says Silverton (which maynot mean anything) One is a servant aged 15, the other is with family Mother Harriott Hepper and Father William and siblings. They are living in Somerset now, have three servants and he is a farmer. Could this be possible?

I know she was living in Exeter in 1859
