I find it exciting that they have been reunited, but don't understand how they, or one of them didn't know about the other one, wouldn't there be times when on their birth certificates to show which one was born first? |

Maybe they didn't see their birth certificates, or if they did thought everyone's time of birth was recorded.? |

I think most people would assume that all birth certificates had time of birth on them. |
