For a definative answer, you must turn to an expert.
It is pale blue and red - and i should know because I am extremely colourblind.

My eyes weren't far out then. I was going to say gold but then thought no it is black but it kept sort of changing.

From information found later today, apparently the dress IS blue and black
It's to do with our eyes and gamma correction.

Look at the background and notice that it's rather over exposed.
Those of us who see white/gold ... our eyes ingore the over exposure

Budgie for example saw it as pale blue and almost black
His eyes/ sub conscious recognised the over exposure and auto corrected the image
