Maureen,

I think you're right, 'both of this parish' makes more sense.

That may be him in 1861. Wonder if Elizabeth is his sister Betsey?

There is a marriage for an Elizabeth Lowe to Thomas Downward in Ellesmere in 1852.

I think Ellesmere is fairly close to where he was living with his grandparents in 1851.

I really need to get to grips with searching Lancashire bmd indexes and I'd no idea they had them for North Wales (I think I should google more!)

That confirms the census finds of Andy & Maureen very nicely and I can now send for his birth cert.
