This looks like the George and Emma (nee Rawson?) in the 1881 census and if it is then this doesn't look like George Woodward son of Sarah Breadsley (nee Woodward)

If you look for a birth reg for Jeremiah Woodman there does not appear to be one but there is one in 1857 for a Jeremiah Woodward so maybe the Woodman children have been mistranscribed and should be Woodward

so: Possibly Emma Rawson had William Rawson before her marriage to George Woodawrd . This would make William Rawson the Step Grandson of Sarah and William Beardsley
