I got it by putting in the address and looking at original copy

So as the 1891 says Alice was born Bideford (even though 1881 says Exeter) the birth for Emily Harris must be her - perhaps the registrar misheard Alice as Harris.

Or else it's a mistranscription on the GRO Index.
