from my younger days, an american term, sometime used in ball games..

for the player with the ball, brought down inches from scoring...A sad Sack"

in base ball, an "OUT"
seem to recall either in a newspaper, or a boys' comic..a series of cartoons featuring a chap named "Sad Sack"

Our Minister of Foreign Affairs used the phrase "ad hominem" in saying Canada "did not conduct diplomacy through ad hominem attacks", and that "ad hominem attacks from the US are not appropriate".

I finally looked it up today
